Character blinking/teleporting an inch backward

there is already a topic here about this issue but its a bit old and I want to know if this is still happening with other players. and I want to know too if the issue is on my computer or the server.

my character is blinking/ teleporting back where it was before every 15-30 mins.

when did you start playing? first few weeks of f2p access it was like that cause of lag
