Can't use Bad Kids Black Costume

Bug Description : My friend bought the costume ( Bad Kids Black School Uniform Female) on market and couldn’t use, he passed to me and I can’t use as well.
No error message appears, I don’t have addons and repair the game don’t change anything.
I can equip the white one though video below
