Can't Update the game

Hi there,
I can’t update the game after the maintenance, and it seem this error is different from other people’s.

After run the game with administrator right, I got this error

Both my laptop, pc and my brother’s laptop get the same error, tried to reset modem, reinstall the game and verify cache in steam but the error still persist.
