Can't see Skill effect from other characters

Bug Description :
I can’t see other characters skill effects even if i turn on everything in setting. IS there anyway to fix this becoz it is bad for me to do pvp and gvg

Have you check the setting.
Is the checkbox for see other player effect is ticked?

yep thats why i said i already turned on everything
