Can’t start the game after patching. tried verifying cache, it always download 3 items then I start the game and it wont push through. always like this since thepatch. anyone having the same problem?

Hi, found out that these are the files that are always being downloaded:
130152_001001.ipf
11894_001001.ipf
11035_001001.ipf
everytime I verify cache and download them then run the game, they will always went missing. Please help.
cannot load also after this maintenance
