Did you get an error when you were making a party?
No error. The create party button will disappear and no party will be made. So people have taken to clicking create party, then the member tab to bring back the create party button, and clicking create party again, over and over and over until it finally makes one. Whatever hardware keeps track of the parties is probably overloaded, and I’ll be that isn’t helping, but we don’t really have a choice if we want to do instances and stuff… =/
This glitch is extremely common and it actually surprises me that so little people report it here.
In short, the bug is very simple.
Every time a party is made, it is assigned a number from #0000 to #9999. When every number has been given out, the game simply doesnt allow new parties to be made. Nothing will happen when you click the Create button on the F6 party interface, and inviting people on the field will result in the same thing: the other person clicks yes, but nothing happens.
There is no error shown. It simply doesn’t work. It fixes itself once an existing party out there disbands so a number opens up for the game to create, but during crowded hours, you’re basically praying you click the create button at the right time because thousands of others will be attempting to do that very same thing.
It’s so bad that people are outright selling parties, or people never disbanding a party even when they don’t really need one in fear of not being able to create one when they DO need it. Parties even stick around when you log out! Who knows how many unused parties are out there that no one is even logged in to.

Thank you for the input. Reports like this generally help us tune in to what needs to be fixed with each update. 
But there is a way to get around this.
Like, when you try to make a party without naming it, it will automatically be named (the #0000~#9999 thingie that Dream mentioned).
So, all you have to do is to give a name to the party before trying to create it. Always works for me, at least.
I know there is no error message shown and it can be quite confusing at first, but are there people selling parties out? Really?
No, even naming a party as you create it does not allow you to create a new party while this issues is ongoing.
Another day without parties, it’s starting to became boring

Like what the others have said, no error, create party button disappears and no parties are made. If a party invite is extended to me and I accept it, nothing happens too.
There is no error, just nothing happens.
