It’s in the title… I see the four servers on Steam but I can’t choose any of them.
You don’t choose a server in steam, you choose a server in-game @_@
On the opening server screen 4 choices are there and none can be clicked

I’m having the same issue. It tells me I have to buy some sort of founders crap… yet it advertises it’s a free to play game? What a crock lol. Either they have some bugs to work out so people can actually play, or they need to remove that “free to play” thing.
I highly recommend that you read stuff first before buying/installing anything. Then you can make a forum account if you still have any questions.
Founder Exclusive Access
Tree of Savior will be a Free to Play game.
However, we will be opening a Founder’s Server before a more public release in order to show our appreciation to those that wish to show us their support.
Only players that purchase the Founder’s Server : Exclusive Access will be able to access the game for one month before full release to the public.
The products will be available until April 27th. The current line of products will not be available from April 28th.
As the F2P launch date approaches, the amount of early access time will be reduced leaving you with less of a head-start.
Please only purchase the DLC if you wish to support us in the early stages of release.
