Can't buy the dlc(solved)

I can’t buy the dlc because the notification below

Already deleted the old client before tried to buy the dlc and already tried to download the client again, my steam client just flashing, nothing else…
someone can help?

Add the client to your library by clicking download where it says the game is free then try to start the game from your library and it should start downloading, then you can buy the DLC.

The problem is i can’t add tos to my library, my steam client just flashing when i tried to download it again
