Since you can only buy a pack once, I think gifting won’t work. (although not tested)

You’re correct, it’s not possible and the reason why is because Steam sees DLCs as unique extra content, you can’t have more than one of the same DLC.

I’m not sure if it works like before but Steam used to require players to buy at least one game in order for new accounts be part of the community, meaning that you can’t add friends if you don’t own at least one game.
but what about that feature “purchase as a gift” does that not work for gifting multiple people?
Well I managed to gift the pack 3 to my friend while buying pack 1 for my self
you can gift the founders pack (dlc) to any people as long as it is within the same region restriction (if you have one)
Let’s use Founders Pack 1 as an example.
If you buy the pack for yourself, you can still buy it as a gift for other people.
What the OP wants to know is: can he make an alternate account and then gift his main account with another Founders Pack 1?
The answer is no. Since Steam recognizes DLCs as unique extra content and add it to your library, you can only have one of the same DLC, regardless of how you got it, buying it yourself or claiming a gift.
