First and foremost.
Did you already submit a ticket asking for the refund/transfer?
If not, do that first.
Second, @STAFF_Max, @STAFF_Amy, and both GMs, @GM_Francis, @GM_Sebastian, will be able to help you with that, giving you better instructions to get this problem solved if there is a need.
Third (and last), please, double check whenever you buy it, SA and SEA can be easily mistaken, and this only can make you wait more time for your TP (I think the prices are the same for these two areas too).

You should be able to request a refund from Steam if the item has not been claimed in-game.
