ToS have full joystick support, why would you use that?

JoyToKey can set 1 joy-button replace 1-3 keyboard-botton
i worry about this, TOS will ban when i use.
Just trying to understand what you need from the gamepad, in ToS, when you press LT it give you a set of 4 shortkeys for skill/item use, RT, L and R give you the same, you have 16 shortkeys to use, i dont remember if Dpad give any shortkey, i think it works as the analogic, really dont remember now.

As nando20xx said, you will have 20 shortcuts to use: L, R, LT, RT and L+R with each can have up to 4 skill/item bind to them.
However if you still wish to use JoyToKey, I believe you can, as the Terms of Service only prohibit you to alter the game client/data or exploit bugs. But don’t quote me, submit a ticket or ask a GM, as the JoyToKey have auto click trigger and that may banable.

Ah yeah i forgot the L+R combination lol.
I wonder if OP succeed but it doesn’t work for me.
The reason I need it is that tos gamepad support is totally broken. It simply doesn’t work with druid’s transform and lycanthropy, you cannot use skills. But you can use it via keyboard in gamepad mode, so I wanted to bind first 4 skills to right stick. But looks like tos ignores joy to key completely.
Anything else that could work?
I’m using DS4 to play with a ps4 controller. Do whatever.
Xpadder is the answer to all of your problems.
Just bind the skills you want to the right analog stick (up-right-down-left).
As soon as R8 came out my gamepad got to its limits and I had to add options in order to be able to use all of my skills.
Didn’t work for me either. It’s the same with JtK, it works along the system but not in TOS. Maybe I’m missing some hook dll or something?
Works for me. I just had to run it in windows xp compatibility mode.
