I have never met a world boss before…even at the server restart time…
The First boss spawn at (their respawn time) after the server start…
What do you mean by their spawn time? not instant spawn?
They don’t spawn when the server start. The server restart will also restart the countdown of their respawn time which most boss have the same respawn time at 4 hour.
You might able to find first boss in next 3 hr 19 mins.

Not true. I logged out on exact place where Dullahan spawns before maintenance. After logging in, Dullahan event is already up.
Dullahan is an exception since he relies on event to be summoned. Events reset upon server restart.

I believe boss spawn times are not fixed.They have 2-4hr base timer and another random 4 hours of random timeframe which they can spawn(so they can spawn anywhere between 2 to 6 hours), with the exception of dullahan, which is tied to event.
Abomination spawns exactly 2 hours after his death (in random location of the map tho). There is no reason to believe that other world bosses behave differently unless they are tied to events.
I had trouble finding marionette and necroventer(legwyn) after getting timer for them from other players, even searched/waited for marionette to spawn over 2.5(before going dullahan) and searched another half hour after dullahan, maybe I was just being unlucky.
or maybe players trolled you to get less competition.
I searched with the guys gave me the timer, so they were probably trolling themselves too with that logic.
Try Mausoleum 5F, Cerberus should be around. He hits pretty damn hard IIRC.
