Hello. I have this question because my friend acctivate the count on Klaipeda (Me too), but we want to change to Orsha because another friends join that server, but he have a PJ on lvl 70, and he don’t wanna lose that PJ.
Please help us :c
No, IMC isn’t going to allow server transfers between Klaipeda and Orsha.

to clarify; they have not announced any plans for transfers between Orsha and Klaipeda.
there are transfers that have been discussed, relating to transferring to the new Regional servers in SEA or EU.
more information will become available as the plans progress.
currently they are expected to become available at the end of the Founders’ access period.
most likely it will become a paid service some months down the road once the initial hype/panic has calmed down.
…depending on server-load, and how easy it is to move accounts around, and so on, that is.
but meanwhile, that’s months from now (at the least).
might as well just start new characters.
