so, i got there, clicked and nothing
but at the same time ppl were coming and finishing the quest
so what could be happening?

For almost any quest issue like this, there seem to be two things to do that will always let you complete a quest.

Make sure you are in the right position to gather/use the quest item. Press the key a few times quickly, then don’t move. Often a lag spike will delay the action or timer bar from showing up. This mostly works on things that have a visual queue. For example, gathering the sap from buckets quest. If you press space and see the sap drain out of the bucket, don’t move, just wait around a bit and eventually you’ll get the completion bar.

“Reset” the zone for your character. By this I mean leave the zone and reenter, change your channel, or go back to your lodge and return. This has fixed any other quest bugs for me.
nothing of this works.
first of all, to do the quest you have to be at least lvl 42. If this don’t work try do the above.
It seems that what cause this bug is the previous boss fight.
For some reason the game did not count that i’ve killed the boss. So this quest bug. Abanddon the quest do not resolve the bug, but if you ask for someone call you to their party and they didn’t have killed the boss yet, they can summon you tto their boss fight and when you kill it, it will fix the quest issue and you will able to collect the flower.
