You are gimping yourself with a Shield for Fencer.
If you want to go full dual-wield, there are better options, if for tanking, there are better options too.
However, this is still viable.
You chose skills that synergize with eachother. You seem to have a clear idea and goal in mind for the build.
I’m pretty sure it will do what you want/imagine it will.
Will it be the best at what you intend to do? Maybe yes, maybe no. It really depends on balance changes, it could get better, or it could get worse.
The biggest issue with the build is AoE, but there are several ways to remedy that, it just requires more ‘effort’.
So, as long as you enjoy that style of combat, I say it’s a solid build.
Also, you are not gimping yourself with a shield for Fencer. It just goes against Autentist’s idea of a fencer.

So Agression works with a Shield? No, as I thought. If he wants to tank, there are better builds that INCLUDE Pelta and Rapier without gimping too much damage.
But for DPS Fencer it isn’t needed.
Which is to build for swordsman more DPS in the game today?
Does Two-handed Sword Mastery: Critical Attack work with a Rapier? No.
Despite 3 ranks in a class, you don’t have to work around the class attribute.
Besides… what’s the fun in everyone using only the best build for tanking? Build diversity is a big part of this game.
Is his build the most ~efficient~? No, but it’s certainly not ‘gimping’ his character.

By using Rapier with Shield he IS gimping his damage potential using one Circle of Peltasta.
And Highlander doesn’t only give 2H Swords mastery, it gives tons of utility and debuffs.
Dual-wielding Fencers with this almost exact build are better.
Build diversity on Swordsman tree, hilarious anecdote.
