Did it improve the game - yes.
Did it nerf diev3 pd2 - yes
Is it still viable - for this particular build, yes
With the new 10s base duration + Laima’s 20% CD reduction, you’ll have almost no downtime on Incin at all for bossing so in that respect your boss potential is still there.
And for mobbing your main tool is Vapor + Pandemic anyway so not being able to set 2 groups of enemies on fire is not the biggest deal.
Also, Healing Factor and Bloodletting are untouched, so you can still run around with permanent HF up.
tl;dr Still viable, less damage but support ability is untouched.
