Buying TP for correct server

I bought the early release but never got around to playing because of Black Desert. Friend deserted me (pun intended) and now I decided to come play this for a bit.

Before I got started I checked my ping. I live in the west USA. My best ping is NA-Klaipeda at 140 and my second best is SA-Silute at 150??

So then my question is, if I live in the US and use US(global) Steam, can I play SA and get my TP for half price or is the TP you buy based on your actual STEAM region, not the server you play on? It says “You may only use this item on SA(South America) servers.” on the Steam store description. I’m thinking 10 less ping and a bit of language barrier may be worth the discount. I can never seem to make any friends in MMOs anyway. I’m just not sure if the steam description means SA TP is for “BR Steam” or actual SA-Silute server.

I say play on klaipeda. Silute may eventually be moved back to South america, it was moved to North America due to connection issues and even after the move it still has major issues. Don’t expect Silute to stay in NA. Also, don’t expect any server transfers lol.

That explains the good ping. Still kinda want an answer to my question before I pick one. I have no idea what class to play anyway, been toiling over it for hours.

I also noted that ToS keeps 4 simultaneous connections while you’re connected to game server. I tried to pick out the ip address of each individually but only half of them had an absolute unique IP that none of the others had.

I tried to contact Steam support, but you have to login to a separate steam support account. I tried to make one and it said I already had one. So I tried to recover password and email just isn’t coming. Why is it so hard to talk to someone for anything anymore? Rhetorical rant.

After alleging problems in Brazil Silute was moved to Seattle. IMC promised that the servers would be back to South América after they find a solution(??), although no one believes to be true, you may choose Silute for the ping and be sorry later.

There are no server transfers so if they move it back to south america, you could be ■■■■■■. Plan accordingly.
