How should I stat for PvP ? I’m thinking 200 con the rest in dex.

Stats are fine, a min of 200 CON is recommended for a pvp build. Dex will help with evasion and damage.
Paladin in general is a poor choice for pvp, you would be better suited with priest3 or diev3, and oracle in the build. Paladin just has very little to offer for pvp other than a burst damage combo which can be easily avoided.
Breaking + God Smash does plenty of damage without conviction in pvp.

As Remiri said, most Inquisitor builds for PVP does not focus on Paladin, cause smite is kinda hard to hit mobs that move to much (God Smash is quicker and has better AoE). Resist Elements is quite good though.
Your ranks are good in PVE. I’m not saying it won’t work in PVP, but you could have Oracle, Kabbalist (Revenge Seven Fold works on Pears of Anguish), Diev 3, Miko (when it comes out) and they would give more survival/agressive power for you in PVP rather than Paladin, which for PVE atm Paladin gives more of an agressive power with Inquisitor.
