[Bug?] Stamina Potion Quests

So, I’ve been trying to do those quests for quite some time today, (http://tosdatabase.net/us/item/640089/ , listed below. 4 of them) but none of them works for me - NPCs won’t give me those quests even tho I’ve completed all their quests and all quests on those maps.

Any idea on what may I be doing wrong or is it a bug?

Those quest are hidden quest you have to meet it’s requirement before it is unlock to you.

Well requirements like “Do all NPC’s quests” are met, what could I miss there? Are those requirements known?
