Try going on this folder (\Steam\steamapps\common\TreeOfSavior\release\tempfiles) with the game closed obviously, and delete the content, not the folder and try it again to see if it fix.

Try to verify integrity of game cache:
Do not run the verification process while performing other system-intensive processes, such as defragmenting your hard drive or scanning for viruses.
Do not run this process for multiple games at the same time.

I didn’t got what you meant by that.
The file always comes back
Type I fix it but when I open the game again and closing and I will check this file will be there to be corrected again.
It is normal to the files be there after you open the game, they are temporary files, the reason i asked you to delete them was in case one was outdated or corrupted, after OBT client download, on the first day when i tried to play the game didn’t open, after deleting the temp files it worked fine again.
Forgot to add one thing, try delete user.xml, or rename it to user.bkp and open the game, this will reset your settings (Game Options like effects, show character/team names and other minor things like sound volume) to the original state.
If something wrong happen (which i doubt) you can delete the new created user.xml and rename the old user.bkp to user.xml to restore the one you where using before.
If it still didn’t work a fix for you, i suggest you to try update your drivers (Video Card, Chipset, Sound, etc…). If still have problems, open a ticket on:
