Bug on cleric's safety zone increased range attribute

In the tooltip it says specifically “Increases the range applied by [Safety Zone] to 15.” But it does make zero effect on skill ie not working at all. I have 2 other passive skills trained and activated and both of them working but not this one.

Can devs address this issue please?

Bugs are supposed to be reported in the Bug Report area. You should also make a video of said bug to back up your report. All you need to do is press F12 in game to start recording.
