Bug? "New Product" won't start

I can’t accept the quest even though there’s a flag on the NPC, she asks if I want to accept the mission, and it is in my quest menu.

Description : I can’t start this quest, even though the NPC offers it.

• I have not just one but TWO of the required “Peculiar Coral Fragments,”
• I am above the required level of 222 (now 300), and
• the NPC has the blue flag over her head.

I have tried switching between keyboard input and mouse input, changing channels, rebooting, party questing, and declining the quest. Abandoning the quest or discarding one “Peculiar Coral Fragment” is not possible.

Steps to reproduce the issue :

1. Somehow get 2 peculiar coral fragments. I don’t remember how.
2. Talk to the NPC “Merchant Felicia.”

• The NPC offers the quest.

3. Accept: “I will definitely help for the villagers.”

• The dialog disappears and the instructions remain the same: to “Ask Merchant Felicia about the corals.”

4. Find the “Coral Fragments” and try to interact with them (“inspect”).

• They cannot be inspected, which would be the next step (“Inspect the habitat of Arnim Coral (0/3)”) once this quest is actually accepted.

5. Talk to the NPC again as in step 2).

• The NPC offers the same quest as in step 2), word for word.

6. Accept again as in step 3), and receive the same instructions, fail at 4), repeat, etc.

Meanwhile…

1. That character talks to the NPC.
2. That character accepts it.
3. The instructions become: “Inspect the habitat of Arnim Coral.”
4. That quest progresses…
