The bug you refer to is that it shows skill lvl 1 even though you haven’t spent any point on it and you can’t use the skill until you do so? That’s only a graphic bug I think, note that the background of the skill is grayish. I’ve actually noticed the same behaviour on all the skills and got used to it.
But you’re right, it may still be adressed as a bug i guess. Thanks for your post.
