Evidence
The first shop placed will be on the front if you reload(char sel or channel). The last shop opened is placed on the front only if you never left the map/channel. It’s not an abuse nor a bug, and the game has the solution implemented.

I think what she means is that, even if the Lv. 6 buff shop is clearly on the front and you click on it, the one that will open is the Lv. 5 buff shop behind it. Players rarely check the level of the buff they buy so the lv. 6 buff shop is losing out.
