Can any GM confirm blood stealer is actually in the game and if so where? It’s in adventure journal but never seen it.

i am searching that too since first purple practo weapon got introduced, sadly it just doesnt obtainable in any normal way, only GM can spawn it
Is there anyway we can get a GM to confirm this ?
