Block Penetration? Is it worth it?

So, i’ve been trying to dig up formulas and such on how block penetration combats block rate. Sad to say that there isn’t much information on the subject at all. So I’d like to ask a few questions

-How effective is block penetration? Is it similar in effectiveness to Dodge rate or is it more potent?

-Is spirit worth taking to round out block at higher levels? Is block an issue in PvE?

-Is Spirit worth taking in GvG and PvP situations to nullify some blocking

-How exactly does block work? Is there a threshold on how much damage is blocked before it “bleeds” through you block?

i think it’s just as simple as block-block penetration. con adds one block with a shield, spirit adds one block penetration. i don’t think you need to add to that stat, perhaps use a block penetration gem in your gloves. not sure if anything other than accuracy is useful on them instead…? you shouldn’t bother trying to hit a swordsman in a blocking stance, since that comes mostly from their level so the numbers will be really high.
