The real reason why this happens is because of the pre-packaged user.xml and client.xml
If you open them, you will see the following:
user.xml
<Sound TotalVolume="255" SoundVolume="255" MusicVolume="50"/>
client.xml
<Sound IgnoreTick="0.03" MaxRange="400" HoldRange="100" MixRate="22050" MaxChannel="16" DistFactor="1000" Pitch="1.0" MusicVolume="50" SoundVolume="255" TotalVolume="255" EnableReverb="TRUE"/>
Note how the music volume is much lower than everything else? My guess is that whoever packaged the client has reduced the BGM volume when they were playing. That’s why the title music is so quiet. Editing the value to 255 makes it play at full volume.
