I also have this problem, I registered on the first day of registration 2 CBT
Same problem.
Did log-in before the deadline, pushed the button and the webpage said I was correctly registered for beta-key.
Never received it, and now have the error message saying Iām not in a country without local publisher.
A friend of mine did get his beta-key. We both live in France.
Same message, i registered with my friends before the deadline (3 out 4 of em got it) but I canāt retrieve my key cause that publisher message stuff.

I got the same Message and i registered for Beta in Time.
But as it seems there are more People that didnt get a Key and there is no way
to directly contact the support.
Hope we will get a Key before 27 but as it seems now nobody of the Team is even reading thisā¦ 
To be fair i think they just underestimated the amount of people that wanted to play^^
But then as a company you have to be careful with the word EVERYONE will receive a Key 
The only contact method appears to be to message them.
Iāve already sent one, letās hope they can help

That is why I am saying it as the most probable cause, as there could be any other reason why it happened to you.
Another reason could be because of the probability that you might have registered with an almost identical email with another person. For example I have registered with 2 different accounts johnypdoe@gmail.com and johnypolishdoe@gmail.com with different ip address, one of the email got a key then the other one would get the same message.
Iām registered since a long time, didnt get any key for the first CBT and same for the 2nd. Iām loosing interest for this game ā¦

Been registered since early Septemberā¦ I guess if you donāt want someone who has beta tested UO, RO, Lineage, Wow, EQ, Swtor, Wildstar, Tera, ect ect and will actually provide feedback then whatever.
They donāt care what your background is for beta testing. Beta testing is a privilege, IMC doesnāt need to have people test the game. They can do it themselves, also people are still receiving emails with their keys so please be patient, once tomorrow comes and you donāt have your key then you can complain.

Checked my email and there it was even though the button on the website says that I didnāt.
So check you email inbox people, even if the button on the website says otherwise.

This gameās been on my top to play list for a long while now, itād be a shame to have waited so long just to wait again until it goes open beta.
its not possible to have been registered since the start of the month since the registration for the 2nd CBT only started from the 16th - 19th of October.
I registered with Facebook and got the same message
Iām from Spain and other friends got the keys, except me, and I did it before 19.
Maybe they were out of keys or something? Is it a bug?
you could be right, as Iām not 100% certain. I am certain however, that I was a registered member of the TOS site weeks before even knowing about the 2nd beta test happening so quickly. I was told i would be notified by email and have not yet. But I got answers anyway, apparently there werenāt enough keys to go around and people like me will just have to wait. Thanks for your feedback
