Full INT is not the way to go ever unless you are 100% positive you aren’t going to be hit … at least IMO. Also, for your class selection, I don’t really see why you would choose Chronomancer with out a real need to setup your skills unless you were however going for the Quicken and Slow skills for support.
If anything, I would go INT/SPR/CON for any PvP Wiz since I’m apprehensive about any potions in PvP so if any rules ever come up about not using potions when you’re PvPing, you’ll be set with more SP and you’ll still be able to survive few hits from other classes (especially with the extra magic def you get from SPR).
The ratio is up to you depending on what kind of Wiz you wanna be. Support or DPS 
do wizards really run out of sp that fast ? i don’t think wizards need SPR … especially for pvp because fights are pretty short … maybe for pve they do need SPR but not pvp … what do you think ?

and yeah Wizards actually do run out of SP pretty fast. I’m not sure if it’ll affect you in PvP if the matches are short but if the match somehow is longer than you expected like there is a super tank or you miss your skills then you might have a problem.
Truthfully, the only time I would actually put any points int SPR is if there was a limitation on potions in PvP. If there isn’t, there isn’t any real point in putting points in there IMO since I heard potions got a buff? (I didn’t check any sources but that’s what I remember).
If potions are limited however, let’s say that you put your points in 1:2:1 distribution with CON:INT:SPR being the order and each cast of a higher tier spell costs around 100-150 SP. At level 200, if you didn’t put any stat points into SPR, you’d be only able to cast skills 11-17 times which isn’t that bad if you can hit your target but if you did put stats into SPR, you’d be able to cast your skills 16-24 times which is a significant increase IMO if you can’t use potions. The extra magic defense doesn’t hurt either. (Take these stats with a grain of salt because I’m not sure if the stat calculator from ToSBase is correct or not but it still works in the same manner).
If you can use potions however, then just scrap the SPR and just get INT/CON since you do need to survive to do any damage 
As for the Sorcecer in your build… maybe? I’m not too sure about Sorcerers in general atm because I believe I have a bias against them with their summons constantly taking SP away and the mechanics of boss summons. The other summons however are fairly nice since it’s basically a buff, an extra pet, and a suicide bomb bat.
Truthfully, I’m VERY bias towards Linker in PvP just to get the Joint Penalty to level 5 but Wiz C2 is also a very viable choice because it lets you survive more with higher Reflect Shield (takes 2 extra hits) and Lethargy and Sleep being a decent debuff and great CC IMO So if you went Wiz C2, I would get Earthquake for disruption, Sleep OR Lethargy for either amazing PvP CC or a decent debuff which could help your party more, and Reflect Shield because it’s the closest I’ll ever get to an OPMANASHIELD… oh and it buffs your party/PvPmates as well so Reflect Shield is fairly nice to get a higher level at.
