I also can’t find the npc, same for Selphie from Missing Herbalist (5)

Same here. 
I can’t find him too.
They went and goofed with the last 2 patches, they implemented Selphie (that has been missing before) but they forgot Baron, so if you hadn’t picked up the quest before and reached the last step, now you can’t start it because the NPC is missing…
