Anyone know how to trigger the quests in this area? I have walked through it and can not get any npcs to give me a quest.
You might be too low level. Essentially, most if not all quests in ToS have a minimum req’d level.
There might also be a minimum req’d completion of main quest, but I’m not sure of this.
