Upon checking the description, it mentions 15% chance to freeze upon using ice skills.

What I wanna know:

  1. Does it apply to Frost Cloud, Hail, and Freezing Sphere?

  2. Does it override whatever existing chance to freeze your skill originally has or does it add up or is it a multiplier to your existing?
