Can Dragoon’s attribute Dragon Soar: Ascension be learned under Circle 2 through maxing the skill [Dragon Soar] and bypassing it with its corresponding gem since the skill requires at least level 11 to learn the attribute?

No. The game can differentiate between a skill’s actual level and temporary level increases from gems, Divine Might etc. You’ll just have to push for Goon3
