yes, i know where i can get it. but i want to know when or how to get Attr Effect !!!

When I use Skill i get Sp+5 point ??? or I can get SP+5 ONLY when i up skill ?
Honestly I’m not sure nor does my friend who’s been going wizard 2. All I know the attribute does is increase the damage returned, but lowers the accuracy so far I’ve yet to see what SP5+ does.
