If you are worried about ping when playing on iToS, then IMC can’t do a thing, it is related to the laws of physic, if you use a VPN it may improve a bit, but depending on the distance to the server, it may not improve that much.

You are probably on a country where will have or already have a publisher that will open a local ToS server, that is the reason you are blocked and EU is not, they don’t have, at least for now, a server. And even if they have, i doubt it would be of IMC interest of lock regions for those, except KR or other country that have publisher or partner, since both regions are big.
Then you either use a VPN or play on your local publisher.
