Well it was believed it needs Archer C3 as prerequisite.
If its in game than no one found trigger NPC/Quest yet, so it was not added into advancement list.
No… The NPC is actually hidden and you need to use Scout C3 to reveal it.
There are several speculations of triggering a questline in owl burial ground since there’s a tomb there; which redirects to pied piper. In the hamelin story it’s quite often associated with the metaphor “guiding the souls” we never know whether it’s there or not but I do believe not releasing the hidden class in archer class at the moment is beneficial for the class itself. The higher the rank goes the better the hidden class would be.
And than Chaplain to uncurse him
Rune caster to engrave magic circle
Shinoby to disarm traps around him
And templar to build defensive fortification
Than you need to defend NPC (with 1HP) for 12 hours against onslaught of Temple Shooters

Well I made pure PvE archer (no scout lvl 1 anywhere) just to be safe in case Master Archer ever comes 
As long as he works in PvE I do not care when (and if) it comes to existence. And yep I long believe there is hidden quest trigger for Owl Graweyard (associated with that group of lost spirits trying to wake up sleeping owl)
I actualy once seen quest flag above owl but was unable to activate it (in keyboard mode). Thought its associated with guiding spirits to godess statue. But when I come back they still sit there.
