As far as I know, you can buy one of each DLC for a single Steam account, but not two of the same DLC.
Your ToS account is tied to your steam account, and steam accounts can only have a single copy of each DLC for a game. The only way to have 2 is if you buy the full price pack for one character, and the 50% off pack for the second character. This is the only way.
