In tos there is a buff limit of 5 (not counting daino), i want to know if debuffs count in this limit too, have a different counter or have no limit at all.

No they do not.
If you notice, each buff/debuff has its own bar underneath your character sprite.
They run as follows:
Buffs - Limit 5 (Without Diano)
Auras - No Limit Stated
Debuffs - No Limit Stated
If you notice, Debuffs appear slighly lower on your buff meter as they have to account for the space for Auras. Auras are most commonly skills that require you to be near someone. The best example of an Aura is Paladin’s Restoration Buff. Auras and Debuffs do not count towards the buff limit, but instead have their own bars.
Be careful though, Any ability that shows up on the buff bar can count towards the limit. If you have 5 buffs and step on a Safety Zone by a cleric, one buff will be removed.
