Arde dagger doesn't proc

So I have used a 2H bow before but I equipped a crossbow and arde dagger to see if its better for me.
When I tried it out, I only get 1 done (arde dagger doesn’t proc), so I wonder if this is a bug or it just work with certain weapons/classes etc.

arde is not a procing effect it just adds to your damage. Its always on.

See the difference in dmg when you are equipping the dagger to when you are not.
