Archer2 Ranger2 or Archer1 Ranger3 for WB Fletcher3?

I’ve been told most of Fletcher skills can crit, so I thought it might be worth reconsidering Archer2’s Swift Step crit attrbute into the mix, sacrificing a rank in Ranger.

Is it worth it, or is maxing Steady Aim really important for optimal DPS?
