is multishot suppose to refresh its cd upon killing a monster?
or in any way, it doesnt say it does, but sometimes when i use it its cd refreshes instantly
You can use the skill twice before it goes on cooldown.
Check the circles on the bottom when you use the skill.

After upgrading their relative crit-based Attributes at the Archer Trainer (Top Left in town), Using Multi-shot after turning on Swiftstep does wonders on bosses. Just keep strafing!
