Apparently, you may run out of Orange Dandels before having enough shot.
I had 4 out of 6 when they stopped spawning. Soon it was a lonely, empty and incomplete quest.
I suspect spawns stopped as soon as I started kindling the fire.
Abandoning quest, starting it over and focusing on dandels first sorted things out.
