Appraiser Pre-quest Broken

Bug Description :
I believe the Halloween event has broken the Appraiser Pre-quest.

Myself and others have been looking on every channel for the NPC Princess Gaivile’s Attendant (Klaipeda, near the gates beside Krivis Master) to get the [Royal Order] from him for over a week. We agree that the Halloween quest has broken this NPC from appearing.

he is not near the gates…you are looking at an old klaipeda’s guide.
