I believe they said that places with a local publisher for ToS are blocked from the beta, I am not sure if that will be the case for the official release. Sorry that I don’t have a 100% certain answer.
There are people from Japan playing but most likely they’re using a VPN to be able to play.

yes, to be able to play at this server you must use VPN.
