It might IP block countries that have their own local server.

i cant play kr and chinese or japan
so i can Choose only steam so its cant be blocked for me?

Even though Steam won’t IP Block, still ToS has it’s own launcher before getting into the game. Depends on where you live, if your region already has a publisher for ToS, you might get IP Block.
Then again, you can always mask your IP but it will degrade your net speed.
Where are you from? As long as you’re not from Indonesia, China, Japan or Korea, you’ll be granted to play the international version.
