Try restarting Steam, or launching TOS directly from the root directory.

Hello there… Seem many people are with this problem… unfortunetely me too. I’ve tried many things, some codes on prompt, some programs… but nothing worked. I’ve passed like 2 hours trying to UNINSTALL the game and Steam, was very hard.
However, some people are saying that it is a Steam problem, and I think so, because I’m trying to download the game again (I have reinstalled steam) and my download sometimes goes to 0 bytes/sec. Also, before start the steam, after I reinstall it, some Fatal Error was appearing, saying that my internet was with no conection (steam bug maybe?)
My advice to you is keep trying the update by just waiting, dont do nothing like i did, because you will turn the things more complicated.

I have got the same issue earlier today. “It is a steam problem”.
I used a VPN and selected a region farm away from my region and worked like a charm. Its not a permanent fix but at least you will be able to patch and play.
This happened to me last night when I attempt to update. I’ve done several things but didnt work out.
This works for me:
delete user_c.xml at the release folder
