An add on that boosts overall FPS? How would that even work 
If someone could even do that they should just work for IMC

Before people come in here and ram down your throat to ‘upgrade your toaster.’ No, there is no real legitimate add-on to increase FPS. All that can be done is lower the games settings (with not much/mixed results) and hope IMC optimizes the game to be more fluid. Turning/forcing V-Sync off, if it is on, can boost it a bit, but that is only the biggest boost you can possibly get, least from what I have seen.
Addon to hack the display no. for fps. I mean the display only.

Well for example, in skyrim ,dayz or even dragons nest there are mods that lower the graphics and etc lower than the ingame settings allow. I saw a few tos mods floating around so I was hoping that tos would have something similar
there is something wrong with the game engine,i cant believe my system is having FPS problems,in city once a couple of players are around it drops to 20fps,dungeons an fields is not that bad but u still feel a drop here an there.
