so, I live in central america, so NA server and SA server have around the same ping for me, I started playing since early access on Klaipeda and since the ping is about the same I decided NOT not migrate my account to the SA server, and I was glad because it was having even more issues than klaipeda on the first week, I stopped playing for a couple weeks and now I’m coming back and I relized that I cannot buy any pack for my own use since all steam displays for me it’s the SA server packs, does this mean I just can’t get TP ever again? 
DLC’s are region locked, however those DLC’s will be removed soon as IMC has stated that they we’re a stop gap measure.
Now they have TP Packs ( check the store page of the game ) you should use those instead, they have them all listed, so i think you can buy one for the regional server you play on, so chose correctly.
