Hellol,

1- yes it grants movementspeed while riding. +4 Movspeed

2- there are two kinds of penguin food.
TP food will fill its stamina to max amount (3tp each) / and food from the pet NPC. this fills its stamina for 6 points (5000 silver)
The penguin has 2k stamina

3- Yes anyone in the team can use it, just like the others pets, too.

4- EVERY Chara can ride the TP pets and get faster movement.
