silence should block skills / magic only.

Well obviously because if you can’t shout “HIYA” you can’t swing your weapon.

Quarrel shooters will be like unaffected.
the point is, "that’s not how silence should work, from Final Fantasy to Ragnarok Online.
silence can’t stop a character from doing “normal attacks”
